To preserve national security, the United States Navy must continuously explore new technologies that can enhance warfighting capabilities, increase weapon system readiness and operate in a narrowing fiscal environment. The high cost of sustainment of military systems, coupled with extended life cycles, has compelled the Department of the Navy to find innovative ways to sustain in-service equipment. Additive manufacturing, also known as 3D printing, is one technology that demonstrates potential to provide novel warfighting capabilities and reduce sustainment costs of military weapon systems. But how can the Navy leverage the cost savings and lead-time reductions promised by additive manufacturing and simultaneously minimize the risks associated with a rapidly evolving technology? This thesis explores the technical and logistical factors necessary to identify applications of additive manufacturing for sustainment of in-service naval aviation equipment. The thesis introduces a component selection methodology to query the aviation spare-parts inventory for identification of additive manufacturing candidates. The methodology organizes the resultant data using a top-down approach that aligns technical feasibility with programmatic objectives. Finally, a discrete event simulation (DES) in Innoslate analyzes the data to provide engineers and logisticians with a decision-management framework to support the development of a business case for additive manufacturing. Aircraft operators must maintain and sustain their aircraft through the platform's life cycle. The Department of Defense (DoD) is no exception. Many DoD missions may require a time-sensitive production of spare parts. This lends itself to spare parts production by the Department of Defense itself and such an approach could be enabled by additive manufacturing. In order for the government to be able to produce spare parts in-house an entirely new business model between the original equipment manufacturer (OEM) and the government has to be established. A physical spare part would not be the transacted item; instead the technical data package (TDP) would be exchanged. Industry needs to be incentivized to adopt a data focused business model. A key question is can industry achieve equivalent profit similarly to the traditional spare parts production? This research explores business models from the perspective of industry. A survey was provided to both government and industry to identify differences and similarities in assumptions and expectations. Four different business models were developed. The business models were applied to two different case studies to evaluate the pros and cons of the various models. This analysis provides industry and government a reference for discussions on approaches toward future maintenance and sustainment manufacturing operations.

The Standing Committee on Defense Materials Manufacturing and Infrastructure (DMMI) conducted a workshop on July 23-24, 2012, to share information and gather perspectives on issues concerning Materials and Manufacturing Capabilities for Sustaining Defense Systems. This workshop, held at the headquarters building of the National Academies, 2101 Constitution Avenue N.W., Washington D.C., was conducted according to the procedures of the National Research Council (NRC) for a convening activity. That is, all workshop participants-including presenters, members of the DMMI standing committee, Reliance 21, invited guests, and visitors-spoke as individuals, and no overall findings, conclusions, or recommendations were developed during or as a result of the workshop. All statements and views summarized in this publication are attributable only to those individuals who expressed them. It is worth noting that the sponsor, Reliance 21, is a Department of Defense group of professionals that was established to enable the DOD science and technology (S&T) community to work together to enhance Defense S&T programs, eliminate unwarranted duplication, and strengthen cooperation among the military services and other DOD agencies.
