Based on the papers of a personnel executive, the memoir of an African American employee, interviews, and company publications, this narrative history offers a unique inside perspective on the evolution of equal employment and affirmative action policies at Lockheed Aircraft’s massive Georgia plant from the early 1950s through the early 1980s. The events occurred in the last years have shown how the threat related to both intentional and natural disasters could bring the civil and the military worlds closer in the conceivement and deploypment of countermeasures as well as in the identification of effective strategies for enhancing the Planet safety and security. In this frame, the concept of dual use, which refers to the set of technologies and applications that can be exploited for both civil and military purposes, becomes a key-topic to be addressed. In addition, the aerospace is a strategic building block for the deployment of a network centric environment for the global protection of the Planet and its population. Aerospace is also a natural environment for dual use: many of the related enabling technologies have been developed first for the military world and then applied to civil and even commercial purposes. On September 12-14, 2007 an International Symposium has been held in Roma, Italy, joining the dual use approach with the aerospace technology to call the international community around a key-topic for the future of mankind: aerospace technologies and applications for dual use. The Symposium on Avoiding Technology Surprise for Tomorrow's Warfighter is a forum for consumers and producers of scientific and technical intelligence to exchange perspectives on the potential sources of emerging or disruptive technologies and behaviors, with the goal of improving the Department of Defense's technological warning capability. This volume summarizes the key themes identified in the second and most recent symposium, a two-day event held in Suffolk, Virginia, on April 28 and 29, 2010. The symposium combined presentations highlighting cutting-edge technology topics with facilitated discourse among all participants. Three categories of surprise were identified: breakthroughs in product and process technology, new uses of existing technology, and the unexpectedly rapid progression of a technology to operational use. The incorporation of an adversary's own culture, history, beliefs, and value systems into analyses also emerged in discussions as an important factor in reducing surprise.
