Asset management principles for underground pipeline infrastructure (UPI) are used by municipalities for efficient delivery of water, wastewater, and storm sewers. Due to budget constraints and limited resources, municipalities need to improve their operations, utilizing an optimum cost to provide their asset management services. Life cycle costs (LCC) include the total cost of facility ownership taking into account all capital costs, operation and maintenance costs, and renewing or disposing costs. Asset management costs include the maintenance and renewal portion of LCC. The main objective of this research is to develop asset management strategies with consideration of all the cost factors that include the concept of True Cost (TC). True Cost includes design, construction, operation, and maintenance as well as municipal administrative costs, which are not usually considered as part of the life cycle costs. For any city or municipality, infrastructure is the biggest expense and income driving potential. However, visible infrastructure which includes roads, alleys, sidewalks and storm inlets are inspected and responded to more quickly than the hidden infrastructure that includes water lines, sanitary sewer lines and storm sewers. The reason for this discrepancy is that cities address issues which are reported by their visibly-oriented citizens, plus, political entities gain public recognition by addressing visible issues. Unfortunately, most of the time, the hidden infrastructure gets ignored or does not get addressed in time to get the best value from the final investment. The result is that cities have to spend more dollars to fix the neglected problem, thereby elevating their TCs. The TC concept for this dissertation includes the sanitary sewer portion of the UPI and utilizes asset management data from construction, maintenance, and administrative costs. This information was collected from three municipalities in the North Texas area. Since TC is typically not accounted for in municipal environment, an overall understanding of True Cost will help municipalities and stakeholders determine the actual cost of the underground infrastructure. This will enable them to make better budgeting decisions when addressing deteriorating and failing infrastructure. This research has developed a framework to calculate municipal administrative cost, and thereby the TC, which can be used by cities as a tool. This dissertation also explores some of the factors affecting TC in a municipal environment. These factors include theoretical asset management, use of hot spots in geographical information systems, failed management of sanitary sewer systems including benchmarking, and social costs.

The development of economical tools to prioritize pipe renewal based upon structural condition and remaining asset life is essential to effectively manage water infrastructure assets for both large and small diameter pipes. One tool that may facilitate asset management is a condition curve. A condition curve is a graphical representation of the condition of a pipeline versus time. This report provides a review of the state-of-the-technology for structural/physical condition curves for water mains. Various models are summarized such as break frequency curves, deterioration/decay/survival curves, condition rating curves and condition rating indices, and serviceability/performance curves. This report also provides new case study information on how condition curves are used by utilities for managing their water infrastructure based upon a survey of nine utilities. The utilities that were surveyed for these case studies used methods that ranged from very detailed asset management programs that combine inspection, monitoring, and test data with their pipeline condition assessment program to simple analyses of pipe break history to prioritize pipeline renewal activities. The review also discusses short-term and long-term research needs for further development of a performance-based buried infrastructure asset management approach to improve the quality and quantity of data used by all utilities.

Drainage infrastructure systems (culvert, storm sewer, outfall and related drainage elements) are mostly buried underground and are in need of special attention in terms of proactive/preventive asset management strategy. Drainage infrastructure systems represent an integral portion of roadway assets that routinely require inspection, maintenance, repair and renewal. Further challenges are the wide geospatial distribution of these infrastructure assets and environmental exposure. There has been considerable research conducted on culverts, but mostly looked at the problem from a traditional structural/geotechnical perspective. Asset management procedures for culverts and drainage infrastructure systems are complex issues, and can benefit a great deal from an optimal asset management program that draws from programs pertaining to buried pipes. The first and most important step in an asset management initiative is the establishment of mechanism for asset inventory and asset conditions in a format compatible with the routine procedures of field operators and inspectors. The first objective of this research project was to develop field protocols and operational business rules for inventory data collection and management and inspection of drainage infrastructures in terms of types of data to be collected, frequency of inspection, and analysis and reporting mechanisms. After review of these protocols by the project oversight committee, a pilot study was conducted to verify efficiency of their implementation. The condition assessment protocol introduced is useful in evaluating the overall condition of culverts and can be used for decision making regarding the repair, renewal or replacement of culverts. For the second objective of this project, investigators examined the inventory and inspection protocols employed by Ohio Department of Transportation (ODOT) and developed a decision support platform, which establishes a link between the inspection results and appropriate repair, renewal and replacement procedures. After applying the recommended procedures, the transportation agencies can better track the conditions of culverts thereby reducing the risks of culvert failures.
