The Value Management Benchmark Framework Document

Value management (VM) is a structured, team-oriented approach to problem solving that can be applied to the concept, design, construction and on-going management phases of a project. The primary reasons for any client or consultant to commission a VM study is to achieve value improvements and/or monetary savings. The Research documentThis document presents the findings of the three year research programme that formed the basis for the Framework results. It compares and contrasts the various methodologies, tools, and techniques of VM.

Companion document to: Value management: the value management benchmark; research results of an international benchmarking study, which contains details pf the development of the fremework, highlights important issues and draws conclusions.

The book is designed to offer a thoughtful commentary on project management as it has been practiced and taught over the last 60 or more years, and as it may be over the next 20 to 40, drawing on examples from several industry sectors. Its thesis is that 'it all depends on how you define the subject' - that much of our present thinking about p.m. as traditionally defined is boring, sometimes conceptually weak or even flawed, and/or of limited application, whereas in reality what it can offer is exciting, challenging and potentially enormously useful. In 1997, Congress, in the conference report, H.R. 105-271, to the FY1998 Energy and Water Development Appropriation Bill, directed the National Research Council (NRC) to carry out a series of assessments of project management at the Department of Energy (DOE). The final report in that series noted that DOE lacked an objective set of measures for assessing project management quality. The department set up a committee to develop performance measures and benchmarking procedures and asked the NRC for assistance in this effort. This report presents information and guidance for use as a first step toward development of a viable methodology to suit DOE’s needs.
